Director Plant Operations
Douglas Cote is the Director of Plant Operations at the Mobile Area Water and Sewer System. His primary duties include operating and managing two wastewater treatment plants, two water treatment plants, lift stations, booster stations, water storage facilities, MAWSS laboratory, Big Creek Lake, and raw water conveyance systems.
He began his career at MAWSS in 1995. His job titles over the 28-year tenure include Field Support, Services Engineer, Distribution Systems and Records Manager, Engineering Manager, and Assistant Director.
Cote holds professional civil engineering licenses in the states of Alabama and Mississippi. He received a B.S. in Civil Engineering from the University of Louisiana at Lafayette and an MBA from the University of Southern Mississippi. He is a member of Chi Epsilon, Civil Engineering Honor Society; Tau Beta Pi, Engineering Honor Society; and Pi Mu Epsilon, Mathematics Honor Society.
Before working for MAWSS, Cote managed a USGS hydrologic/hydraulic laboratory for seven years while working for Sverdrup Technology and Lockheed Martin, technical contractors for NASA at Stennis Space Center, Bay St. Louis, MS. Prior to laboratory management, he worked for a consulting engineering firm designing lift stations, wastewater treatment plant facilities, and performing construction management.
Cote is a member of the American Society of Civil Engineers, American Water Works Association, Water Environment Federation, Alabama Water Environment Association, and the Alabama Water Pollution Control Association.
